Global Innovation Index 2021: Vietnam leads the group of countries with the same income level
Vietnam continues to be an example for other developing countries in making innovation, a national priority. The Government's use of the innovation index as a tool to measure and evaluate the effectiveness of the country's innovation activities is the clearest example that Vietnam is aware of the importance of innovation for the country's development.

Overview of the conference from Hanoi bridge

Speaking at the Conference on Innovation Index (GII) 2021 and Vietnam's Outcomes organized by the Ministry of Science and Technology in the afternoon of September 21, Mr. Marco M. Aleman - Head of the Agency for Relation eco-innovation and intellectual property, Assistant - Special Envoy to the General Director of WIPO emphasized the above.

The conference had the online participation of experts from WIPO Organization, Ambassador, Head of the Vietnamese Delegation to the United Nations, World Trade Organization (WTO) and international organizations and representatives of S&T Vietnam in Geneva, Switzerland; representatives of ministries, agencies and units assigned to take charge of improving the GII. At the conference, experts provided the latest information on the results of the GII of Vietnam in 2021, the adjustments to the methodology, the meaning of the index and the issues raised.

Vietnam is catching up with the world's innovation index

In the GII 2021 rankings, Vietnam ranks 44th out of 132 countries/economies (compared to 42nd in 2019 and 2020) after WIPO updated GDP figures according to Vietnam's new calculation (increased) about 36% compared to 2020). Although Vietnam maintains its position in the ranking of innovation output (ranked 38th) and continues to have an improvement in its innovation input ranking, increasing by 2 places (from 62 to 60) compared to 2020, the new GDP value  using GDP as the denominator).

Due to the impact of many factors on the ranking results, including the influence of the calculation and ranking methods, besides the ranking position, the GII Report also publishes the confidence interval of the ranking as a basis. when comparing scores that are close to each other. In 2021, WIPO publishes Vietnam's rank of 44 and publishes its confidence interval between 42 and 47. In 2020, Vietnam has a rank of 42 and a confidence interval of 41 to 50. Therefore, If evaluated according to the confidence interval, the GII rankings of Vietnam in 2021 and 2020 are almost equivalent.

In the group of 34 low-middle-income countries included in the GII ranking list in 2021, Vietnam continues to hold the top position. Vietnam continues to maintain its ranking in the group of 45 leading countries globally. Among the countries ranked above Vietnam in 2021, there is no country in the lower middle income level like Vietnam, there are only 5 countries in the upper middle income level (China, Malaysia, Thailand, Bulgaria and Turkey), the rest are developed countries/economies, belonging to the high-income group.

According to WIPO's assessment in 2021, Vietnam's GII has outstanding results in terms of market development, ranking 22nd, up 12 places from 34th position in 2020 - the highest ranking ever of Vietnam for this pillar. This is also the pillar with the highest ranking among the 7 pillars of GII. In particular, the strongest progress is the group of indexes on the index of Trade, diversification and market size which has increased by 34 places, from 49th to 15th - also the best ranking ever of the this index group. Specifically, the index of applied tariffs, weighted average/all products (%) - increased 61 places (from 82nd to 21st). This is the result of efforts to remove tariff barriers through a series of bilateral and multilateral trade agreements that we have actively participated in over the past few years.

The Domestic Market Size Index increased 9 places (from 32nd to 23rd). In particular, the new index used in GII 2021 is the Diversification of Domestic Industries (replacing the Domestic Competitiveness Index) with a high ranking, ranking 9.

Vietnam's credit index group has always been highly appreciated, continuing to hold the 9th position achieved since 2020, and is the index group with the highest ranking among the total of 21 index groups of GII. Within this index group, the Domestic Credit Index for the Private Sector (% of GDP) continued to improve 3 places (from 15th to 12th).

In the index group on Innovation Linkage, the index of University-enterprise cooperation in research and development increased by 31 places (from 65th to 34th). The Industrial Cluster Development Scale Index increased by 25 places (from 42nd to 17th). Policies and mechanisms to encourage and support innovation, promote cooperation between the business sector and academia, develop industrial parks, economic zones, hi-tech parks and small industrial clusters have been promoted, thanks to that, the index of Innovation Linkage has been improved most positively so far, increasing 17 places (from 75th to 58th).
