Mechanisms for encourage enterprises to invest in science and technology

The Ministry of Science and Technology has just issued Circular No. 05/2022/TT-BKHCN on guiding the use of the Science and Technology Development Fund of enterprises to remove bottlenecks in using this fund in the past time according to the Circular No. Joint Circular No. 12/2016/TTLT-BKHCN-BTC.

The old regulations did not motivate many businesses to set aside funds because the process of setting up a fund establishment dossier, setting up a science and technology council to appraise and accept scientific and technological tasks of the enterprise... was lost a lot of time. Basically, new businesses only use the fund to carry out research projects, not to support technological innovation to directly serve production.

Over the past time, mechanisms and policies to support enterprises' innovation have been issued to influence the decision to invest in science and technology in enterprises. For example, the National Science and Technology Product Development Program, the National Technology Innovation Program, the National High-Tech Development Program, the National Key Science and Technology Program, national science and technology market development process and etc.

Through implementation, it has been shown that the beneficiaries of preferential policies and support for technological innovation fall into large and potential enterprises. Many experts believe that, while the policy goal is to support small and medium enterprises, the paradox is that the larger the enterprise, the more support it receives.

The reason is that businesses are difficult to access, do not know the support connections, complicated review process and especially the limited awareness of management agencies about accepting risks in investment for change applications new technology. Due to the fear of enterprises taking advantage of policies, the application review agency tends to choose enterprises with a history of proven capacity and success in innovation.

Can Tho inspected the application of solutions to issue invoices and transmit data for petroleum businesses in the city

The work results show that, in general, basic stores comply well with legal regulations in petroleum business activities; Stores ensure to maintain enough gasoline and oil supply to the market, do not let gasoline business operations be interrupted, sell at the correct price and sales time as listed and registered with the Department of Industry and Trade. Regarding the implementation of Decree No. 123/2020/ND-CP on regulating the issuance of electronic invoices for each sale, petroleum businesses said they clearly understand the regulations. They have applied solutions to issue electronic invoices and transmit petroleum business data with each sale.

Research on the technological process of processing some products from abalone mushrooms

In the morning of March 19, 2024, Can Tho City Department of Science and Technology established a Council to evaluate the results of implementing science and technology tasks without using state budget on the project "Research on technological processes for processing some products from abalone mushrooms".
