Enhance potential, develop scientific and technological organization system
In the afternoon of September 8, 2021, the Ministry of Science and Technology organized an online seminar with ministries, branches, research institutes, universities, enterprises to coordinate in network planning public S&T organizations. Attending the Seminar, there were leaders of units under the Ministry of Science and Technology; representatives of leaders of relevant agencies and units under 11 ministries, 06 government agencies, 02 national universities and a number of regional universities, a number of state-owned corporations and corporations.

At the seminar, Mr. Tran Van Nghia - Director of the Organization and Personnel Department presented the draft Outline of the report on the plan of planning the system of public S&T organizations under the management of ministries and branches for the period of 2021 - 2030 vision to 2050.

Accordingly, the planning report outline consists of 4 parts: Directive documents, strategies and planning of ministries and branches; Analyzing the current status of the network of S&T organizations under the management competence of ministries and branches; Analyze and evaluate the domestic and international economic and social contexts affecting the development orientation of S&T organizations within the management scope of ministries and branches; Proposing a plan to plan a network of public S&T organizations under the management of ministries and branches for the period of 2021-2030 with a vision to 2050 and attached tables of data to demonstrate the content of the plan.

Compared to the previous plan, in this plan, many important new contents are mentioned. Specifically, it is necessary to identify for integration in relevant plannings (national planning, sectoral planning, regional planning and planning of provinces and centrally run cities); propose “a plan for land use arrangement for the development of a network of public S&T organizations and S&T activities” and “a list of projects at national and provincial levels and the order of priority for implementation.”

At the seminar, the participants all agreed with the spirit of the draft master plan; at the same time, focused on commenting and perfecting the draft planning; discuss and analyze the advantages and disadvantages and propose solutions to perfect the plan of planning the system of public S&T organizations under the management of ministries and branches.

Deputy Minister of Science and Technology Tran Van Tung answered many questions and concerns of the delegates. Regarding the basis for developing the planning plan, the Deputy Minister said that the ministries and branches should base themselves on the Resolution of the Central Government to develop strategies for the development of sectors and fields; guiding documents on criteria for arranging public non-business units and science and technology organizations to research and determine what science and technology contents to develop an industry, so that there can be an appropriate and satisfying planning plan requirements of the industry or field; ensure S&T organizations have enough resources to operate. Regarding the maintenance of S&T organizations associated with autonomy, the Deputy Minister explained: the dissolution or retention of a public S&T organization must be based on the development orientation of the industry or field. Existing public S&T organizations must meet the requirements of their industries and organizations, and play an irreplaceable role in development. "The degree of autonomy is not a basis for considering the existence or not of a public S&T organization," emphasized the Deputy Minister.

Before the proposal of some units, the Deputy Minister said that he would directly discuss and remove as well as direct the accompanying units to make the planning effective. According to the plan, the Ministry of Science and Technology will work with units in need to grasp the actual situation and planning content to build an effective plan.

The Deputy Minister assigned the Department of Organization and Personnel and relevant units of the Ministry of Science and Technology to study and absorb the opinions and suggestions of the units. At the same time, it is proposed that the Drafting Board study the planning regulations for public S&T organizations in higher education institutions so as to be able to promote human resources who are teachers who both teach and participate in research.
