By 2025, Vietnam will master the technology of producing 10 vaccines
Deputy Prime Minister Vu Duc Dam signed Decision No. 1654/QD-TTg on approving the national key science and technology program "Research and production of vaccines for human use by 2030".

By 2025, Vietnam will master the technology of producing 10 vaccines

The objective of the Program is to study and master the technology of producing vaccines for human use (vaccines); improve the level and capacity of domestic vaccine research and production organizations and enterprises, ready to deal with newly arising epidemics.

The program strives for 100% of domestic vaccines to meet standards equivalent to international standards, ensuring the Expanded Immunization Program and a number of other vaccines; gradually bring Vietnamese vaccines to the international market.

By 2025, master the technology of producing 10 types of vaccines and produce at least 3 types of vaccines; By 2030, master the technology to produce 15 types of vaccines and produce at least 5 types of vaccines.

To achieve the above goal, the Program sets out key tasks, such as researching, perfecting mechanisms and policies, and reviewing, amending and supplementing legal regulations promoting research, testing and licensing use domestically produced vaccines. In particular, research and develop its own policies to meet the requirements of flexibility in handling pandemic vaccines.

The program promotes research and application of new, advanced, and traditional technologies, prioritizing mRNA technology, recombinant protein technology, virus vector technology, etc. to serve the production of COVID-19 vaccines, cancer vaccines, multi-component vaccines and other vaccines to meet the needs of disease prevention and control.

In which, implementing research tasks, mastering vaccine production technology, importing new and advanced technologies for research and production of vaccines, and decoding, mastering and improving technologies in line with current conditions of Vietnam; cooperate in research, enhance information exchange with reputable foreign experts and science and technology organizations in order to solve domestic science and technology problems; forming research groups capable of absorbing, mastering, perfecting and creating technologies for the purpose of vaccine production; prioritize investment in purchase of ownership rights, use rights and technological scerets; hire foreign experts and consultants to support research and development of vaccine products.

At the same time, the Program supports improving the potential of vaccine research and production, such as Training and fostering research human resources, capably technical human resources of applying and mastering technology through the process of implementing the tasks under the Program; attract the support of international organizations and developed countries to train human resources for vaccine development activities; upgrade and invest in new technical equipment for research, measurement and testing activities through the tasks of the Program.

Support up to 100% of funding for vaccine research against the pandemic

The decision clearly states that organizations and enterprises engaged in research and technology transfer for vaccine production are entitled to preferential policies, such as national products, high-tech products prioritized for encouraged development investment and technology transfer.

For vaccines against pandemics, up to 100% of funding is supported for research, clinical trials, trial production, testing, insurance, and financial support for volunteers.

At the same time, continue to consider supporting in this Program the vaccines that have been approved in the National Product Development Program and the vaccines that are expected to be deployed in the projects of the health sector.

The Prime Minister assigned the Ministry of Science and Technology to decide on the establishment of the Program Management Board to assist in consulting the implementation of the Program's tasks; assume the prime responsibility for, and coordinate with the Ministry of Health and relevant ministries and branches in, organizing the implementation of the Program's contents; assume the prime responsibility for organizing the implementation of national-level scientific and technological tasks on vaccines in accordance with the law.

The Ministry of Health shall guide and create favorable conditions for organizations and enterprises in research, clinical trials, verification and licensing of the use of vaccines as products of the Program; reviewing, amending and supplementing mechanisms, policies and legal regulations to give priority to the use of vaccines as products of the Program, gradually putting domestically produced vaccines on the list of covered by health insurance; supporting clinical research and testing and licensing domestic use and production of vaccines, especially vaccines against pandemics.
