Developing quality infrastructure of solar photovoltaic panels in Vietnam
To promptly solve problems related to quality assurance and handle solar photovoltaic panels after the expiration of their useful life in order to prevent poor quality products from entering the Vietnamese market and ensure the requirements in terms of quality, environmental safety and sustainable development in the context of the current massive development of solar power in Vietnam. It is necessary to urgently research and develop requirements for quality infrastructure of solar photovoltaic panels.

Standardization of solar photovoltaic panels in Vietnam

By the end of 2020, the national standard system (TCVN) has about 40 Vietnamese standards related to solar power. These national standards are largely built on the basis of accepting international standards IEC (International Electrotechnical Commission) in order to create favorable conditions for enterprises, managers, and testing organizations, certification bodies can mutually recognize test results as well as certification certificates. The compilation of these TCVNs is carried out mainly by the National Technical Standards Committee TCVN/TC/E13 on Renewable Energy.

Among these standards, there are two sets of standards TCVN 12232, Safety of photovoltaic (PV) modules and TCVN 6781, Terrestrial photovoltaic (PV) modules – Design quality and safety-related type approvals of electricity and evaluate the design quality of solar photovoltaic panels.

These national standards are built on the basis of the acceptance of the international standard series IEC 61730 and IEC 61215, respectively. These two sets of IEC standards are used by most countries around the world to evaluate the safety and quality of solar photovoltaic panels before being put into installation.

However, currently testing and certification organizations in Vietnam do not have the capacity to test and certify photovoltaic panels according to these standards. In addition, in addition to the national standards that have been published above. It is still necessary to add standards to evaluate the degradation of photovoltaic panels quality over time of use and evaluate the efficiency of the photovoltaic panels. At the same time, it is necessary to improve testing, certification and measurement capacity to ensure state management requirements on product quality, contributing to environmental protection.

To promptly solve problems related to quality assurance and handling solar photovoltaic panels after the expiration of their useful life in order to prevent poor quality products from entering the Vietnamese market and ensure the requirements In terms of quality, environmental safety and sustainable development in the context of the current massive development of solar power in Vietnam, it is necessary to urgently study and develop requirements for quality infrastructure of solar photovoltaic panels.

Within the scope of the study, the quality infrastructure covers the following areas: standards, testing, certification of conformity and measurement. The research needs to meet the following objectives: propose quality, safety and environmental management measures for solar photovoltaic panels; develop a list of national standards (TCVN) and implementation roadmap for quality, safety and environmental management as well as standards for after-life processing of solar photovoltaic panels and build a number of TCVN in the list according to the roadmap; improve the capacity of testing laboratories and certification organizations to meet the requirements;

Building and training a team of experts in testing, certification, calibration and verification related to solar photovoltaic panels; building a database on document systems and national standards, international standards, foreign standards, organization of conformity assessment of solar photovoltaic panels and other related databases in order to facilitate managers and manufacturers, importers, certification testers can exploit information.
