According to the Deputy Prime Minister, over the past time, the development orientation and strategy of the science and technology sector is quite favorable with all the resolutions of the Central Committee, the Politburo, the legal corridor system, strategies and master plans.
The field of science and technology has always made an important contribution to the development of the country, shown through specific results, as well as assessments and ratings of international organizations. For example, the contribution of the Total Factor Productivity (TFP) index to labor productivity accounts for 45%; Vietnam has a fast pace of science and technology innovation, in which a number of industries have breakthroughs.
Regarding shortcomings and limitations in the field of science and technology, the Deputy Prime Minister stated that it is necessary to approach and solve interdisciplinary, because science and technology is an innovation ecosystem based on human resources, education and training, investment, finance, bidding, auction, and etc.
Specifically, to increase investment in science and technology (currently reaching 0.6% of GDP while the US is 2.83%, China 1.96%, Singapore 2.6%, Malaysia 1.25%), Deputy Prime Minister said that it is necessary to reform the investment law to increase pressure on businesses to switch from production based on natural resources to based on knowledge and science and technology. Similarly, we must consider science, technology, and knowledge economy as a special commodity, so we need a special mechanism of bidding, auction, ordering, selection, etc.
