Minister Huynh Thanh Dat said that in 2023, the Ministry of Science and Technology has revised circulars regulating the management of S&T programs and tasks in a synchronous manner, ensuring continuity and synchronization with each other. Currently, basic circulars have been formed, of which 5 circulars have just been issued to synchronize with the restructuring of national S&T programs.
Accordingly, many regulations were repealed. For example, in the past, a scientist who carries a scientific research project that fails to pass the test will not be allowed to participate in the S&T mission for the next two years, causing great concern to scientists, causing obstacles in the scientific research activities. This provision has now been repealed.
Expressing his wish that National Assembly deputies and society recognize the risky nature of scientific research, Minister Huynh Thanh Dat said that the nature of research is to find novelty, experiment and uncertainty or may not be successful. If you are certain, then no further research is needed. Therefore, failed research should not be considered a waste. The unsuccessful research project is also a contribution to clarify the direction for the scientific community in other studies.
