ISO 18091:2020 brings sustainable development to local governments through 04 pillars (institutional building; sustainable economic development; inclusive social development; sustainable environmental development) with 39 indexes. Agencies that should develop and apply this standard include People's Committees of provinces, districts; People's Committees of communes and wards; Other agencies and organizations in the local state administrative system.

Recently, around the world, a number of countries, such as the Netherlands, France, Japan, India and the Philippines have applied ISO 18091: 2019 with various forms and levels of application in order to enhance management capabilities, improve service quality, meet people's needs; associated with the construction and development of smart cities, digital transformation programs in government agencies.
In Vietnam, on December 31, 2020, the Ministry of Science and Technology published TCVN ISO 18091: 2020. According to ISO 18091:2020, one of the major challenges facing society today is the need to build and maintain citizens' trust in the government and its institutions. ISO 18091:2020 is equivalent to ISO 18091:2019 and replaces ISO 18091:2015.
In general, it is expected to include 5 stages of implementation of the application of ISO 18091: 2020, specifically: Phase 1: Preparation and survey of preliminary information; Stage 2: Training and disseminating basic knowledge about ISO 18091 Standard; Stage 3: Self-assessment of total quality management according to ISO 18091 Standard; Stage 4: Approval and implementation of the action plan on the development and application of a total quality management system in accordance with ISO 18091; Stage 5: Reporting on the implementation and maintenance of the overall quality management system.
