On June 19, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha held a meeting to listen to a report on removing difficulties and obstacles to develop a synchronous, efficient and modern science and technology market and integration. At the meeting, the Deputy Prime Minister emphasized that developing a synchronous, efficient, modern and integrated science and technology market is a big and new issue that needs careful study and a new approach; "Overcome the issue of issuing many documents but at the wrong address, not hitting the cause, difficult to implement".
In order to develop the science and technology market, the Deputy Prime Minister emphasized, the most important thing is to create products that meet the needs of the market, contributing to promoting the demand for innovation, mastering technologies, and enhancing accessibility of the enterprise.
Accordingly, State resources need to have adequate and methodical investment in infrastructure, equipment, research human resources, strengthen international cooperation with basic scientific research programs and projects, solving breakthrough problems in core technology, new fuels, artificial intelligence, new materials, biochemistry, quantum medicine, etc. Salary and income policies and regimes must be attractive enough to attract and develop leading scientists with domestic and international prestige; do well in protecting intellectual property rights.
The organizational structure and operation of science and technology research institutes and centers need to be reformed in the direction of promoting autonomy and developing science and technology enterprises. Financial policies for these units need to be changed from regular spending, to ordering and bidding to perform tasks, and competitive scientific and technological research projects.
