Solve problems that exist in the financial mechanism for scientific and technological activities
The Ministry of Science and Technology is drafting a Decree amending and supplementing a number of articles of Decree No. 95/2014/ND-CP dated October 17, 2014 of the Government regulating investment and financial mechanisms for science and technology (S&T) activities.

The Ministry of Science and Technology said that after nearly 10 years of implementing investment policies and financial mechanisms for science and technology activities, Decree No. 95/2014/ND-CP has achieved certain results. However, current regulations on investment and financial mechanisms for science and technology activities have revealed some inappropriate contents, specifically as follows:
Capital allocation and financial management for S&T activities are limited, leading to difficulties for research organizations in being autonomous and attracting talent. Decree No.95/2014/ND-CP needs to be amended to: Amending and supplementing Decree No.95/2014/ND-CP; Article 4: Supplementing regulations on investment in developing S&T potential and supporting facilities for S&T organizations; Article 5: Abolish the regulation assigning the Prime Minister to stipulate principles for allocating science and technology funds.
