Hai Phong: Promote socio-economic development based on science, technology and innovation
According to the results of implementing the local innovation index (PII) announced by the Ministry of Science and Technology in March 2024, Hai Phong ranked 3rd in the country. This result is a clear testament to Hai Phong's continuous efforts in creating an open environment for production and business activities, focusing on policies to promote science, technology and innovation for serving socio-economic development.

Information was at the scientific conference "Solutions to improve PII index in Hai Phong City” in the afternoon of May 9, 2024.
The PII Index was built by the Ministry of Science and Technology closely following the structure of the Global Innovation Index (GII) published annually by the World Intellectual Property Organization (WIPO). Carrying out the tasks assigned by the Government, from 2021, the Ministry of Science and Technology will coordinate with WIPO to develop the PII Index and test it in 20 provinces/cities nationwide, including Ho Chi Minh City, in which there is Hai Phong. In March 2024, the Ministry of Science and Technology announced the results of implementing the PII Index in 2023, in which Hai Phong ranked third in the country, after Hanoi and Ho Chi Minh City, ranked 2nd out of 11 provinces and cities in the Red River Delta.
Speaking at the workshop, Mr. Hoang Minh Cuong - Vice Chairman of Hai Phong City People's Committee emphasized that the results of implementing the PII Index show Hai Phong's continuous efforts in creating an open environment to promote production - business activities and sustainable development, creating opportunities for the city to continue to innovate and develop in the future. The city pays great attention to institutional factors, notably policies to promote science, technology and innovation to serve socio-economic development, efforts in administrative reform, labor capital, and educational development and S&T. At the same time, focus on promoting policies on rearranging vocational education institutions and connecting with businesses; Expand the training list in key industries, such as electricity - electronics, mechanics, shipbuilding, maritime, logistics, and etc.
Speaking at the Workshop, Deputy Minister of Science and Technology Hoang Minh emphasized the role of Science, Technology and Innovation in socio-economic development as well as the need to have a tool to describe socio-economic development models at all levels. The Deputy Minister said that in Resolution No. 02/NQ-CP dated January 5, 2024 on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2024, the Government assigned the Ministry Science and Technology presides and coordinates with ministries, branches and localities to deploy and announce the annual PII Index. At the same time, assign the People's Committees of provinces and cities to allocate resources, actively and proactively coordinate with the Ministry of Science and Technology and relevant agencies to collect and provide local data and set goals to improve the PII Index annually in the local socio-economic development plan.
