10 important innovations of the Draft Law on Science, Technology and Innovation
The highlight of this draft law is the transformation of the model from relying mainly on core technologies to proactively mastering strategic technologies that have a great impact on economic growth and national security. The State will spend about 40-50% of the budget to focus on researching and developing these technologies, aiming to create breakthroughs and consolidate the national technology foundation.

At the same time, a system of key laboratories, joint laboratories and modern technical infrastructure will be built and upgraded, helping to enhance innovation capacity, aiming to develop strategic technologies with long-term and sustainable impact.
Regarding the strategy for science and technology development, the draft emphasizes taking market demand and business practices as the main driving force to identify research problems. Previously, research activities focused on pure science, but now this orientation has changed, expanding to developing more suitable and practical solutions, aiming to enhance application value and promote efficiency in life as well as in economic development. In addition, the draft also encourages the transfer of many research activities to higher education institutions, considering them the center of basic research activities combined with applied research. The close connection between these activities will create a dynamic and sustainable innovation ecosystem and promote the long-term development of science and technology in Vietnam.
Finally, the draft mentions building a comprehensive and synchronous science, technology and innovation ecosystem, including institutions, infrastructure, human resources and entities, such as enterprises, research institutes, universities, the state, financial institutions, innovation centers and venture capital funds. The state will play a leading role in creating and investing in building key laboratories, promoting standards, intellectual property, issuing preferential financial policies and attracting domestic and foreign talents. Innovation centers will be the central point, creating close links between parties through co-funding mechanisms, contributing to building an effective cooperation network, promoting the development of advanced and sustainable technology in the country in the future.
