Mechanisms and preferential policies for the National Innovation Center
The Government has issued Decree No. 97/2025/ND-CP dated May 5, 2025, stipulating many preferential policies for the National Innovation Center, aiming to promote research, development and innovation startups.

In particular, labor incentives allow foreigners to work at the Center in managerial, expert and technical positions without needing a work permit, according to the provisions of the law on labor. In addition, investment projects of startups and the Center are eligible for state credit loans, along with other forms of financial support, such as funding and loan guarantees from funds and financial institutions.
In terms of land and infrastructure, the Decree stipulates exemption of infrastructure usage fees, support for all compensation costs, site clearance, and site leveling, as well as provision of appropriate public services to support the Center’s operations. These services include business incubation, training, consulting, cooperation connection, provision of equipment, laboratories, co-working spaces, ancillary services, and other support activities to promote innovation and entrepreneurship in the Center.
In addition, individuals and organizations operating at the Center also enjoy preferential policies, such as mobilizing funding from the State, enterprises or international organizations, along with favorable administrative procedures to promote research, innovation and development of innovative enterprises. The Decree takes effect from May 5, 2025, contributing to building a favorable environment for innovation activities and developing the national creative economy.
