From the teachings of President Ho Chi Minh in 1963, emphasizing the role of science and technology in serving production and people's lives, the industry has gone through a proud journey with the great contributions of previous generations, contributing to the formation of an increasingly strong and bright Vietnam. Affirmed in the 2013 Constitution and the Party's resolutions, science and technology development are a top national policy, especially in Resolution No. 57-NQ/TW on breakthrough development of STID to turn Vietnam into a high-income country by 2045.
Thanks to new policies, the Ministry of Science and Technology has strongly innovated its thinking and institutions, especially in the new law - the Law on Science, Technology and Innovation - to turn science and technology into the foundation of national development. In particular, innovation in management is emphasized, shifting from process control to results and efficiency management, enhancing the autonomy and responsibility of research organizations and individuals, while encouraging the commercialization of research results with a minimum reward of 30%. Vietnam has also clearly identified the direction of shifting from using core technologies to mastering strategic technologies, with key investments of about 40-50% of the state budget, focusing on building infrastructure, laboratories and supporting enterprises to develop strategic technologies.
The Ministry of Science and Technology currently consists of 5 main areas forming a comprehensive development entity: Science and Technology, Intellectual Property, Innovation, Standards - Measurement - Quality and Digital Transformation. These "fingers" form a strong hand, promoting innovation, protecting and commercializing knowledge, while building a new environment for sustainable socio-economic development. On the occasion of Vietnam Science and Technology Day on May 18, Minister Nguyen Manh Hung expressed his deep gratitude to generations of scientists, managers and businesses who have made important contributions to the development of science and technology, innovation and digital transformation of the country.
