Ho Chi Minh City standardized innovation activities with Instruction No. 8181/HD-UBND
Ho Chi Minh City is promoting the building of an innovation ecosystem from the grassroots, in which Instruction No. 8181/HD-UBND issued on December 16, 2024 plays an important role in changing the process and standards for recognizing initiatives.

In the morning of May 28, the Department of Science and Technology organized a training session to disseminate this new content to departments, branches, districts, and public service units, helping parties understand the scope, principles and authority to review initiatives at each level: grassroots, city and national. The highlight of the new guidance is the focus on transparency, flexibility and minimizing controversy, while clearly stipulating the recognition time, conditions for submitting documents, the contribution rate of authors and more appropriate and strict criteria for evaluating initiatives.
In the training session, MSc. Vu Kim Manh clearly distinguished between initiatives and scientific projects, helping units correctly evaluate appropriate criteria in emulation and reward activities. Initiatives often originate from practice and are easy to apply quickly, while topics require a more rigorous research process. Ms. Nhung emphasized that many initiative profiles were rejected due to sketchy descriptions, lack of evidence or copying of previous content. Therefore, units need to pay attention to the presentation, demonstration of effectiveness and scope of influence of the initiative, and the Department has improved the guidance form and provided clear examples to avoid errors.
During the training session, delegates also discussed practical issues, such as document preparation, determining novelty, organizing appropriate review and handling differences between levels. Ms. Nhung shared that the long-term goal is to promote initiatives beyond their initial scope, towards city-level awards or having a major impact on general activities. The Department of Science and Technology will continue to support from development, review to effective assessment, contributing to building Ho Chi Minh City into a creative and dynamic city, where even the smallest innovative ideas can create a big impact, promote sustainable development and become a regional knowledge center.
