Guaranteed measurement – helping businesses innovate, improve competitiveness and integrate
Speaking at the scientific conference "Ensuring measurement at enterprises" taking place on August 12, the leader of the Directorate of Standards, Metrology and Quality emphasized that ensuring measurement is not only a guarantee of measuring equipment but also a guarantee of capacity, management system, implementation capacity and other competencies.

Attending the workshop, there were Mr. Ha Minh Hiep - Deputy Director in charge of the Directorate of Standards, Metrology and Quality, Mr. Tran Quy Giau - Director of the Metrology Department, Project 996 Advisory Group, representatives of units under the Directorate, Departments of Science and Technology, Department of Standards, Metrology and Quality and enterprises.
Speaking at the workshop, Mr. Ha Minh Hiep said that on August 10, 2018, the Prime Minister signed Decision No. 996/QD-TTg on approving “Project on strengthening and renewing measurement support activities for Vietnamese enterprises to improve their competitiveness and international integration in the period to 2025, with orientation to 2030” (Project 996).
At the workshop, Mr. Tran Quy Giau - Director of Metrology Department shared about the current status of implementation of Project 996/QD-TTg. Accordingly, the Ministry of Science and Technology approved the Implementation Plan of Project 996 on metrology in Decision No. 82/QD-BKHCN dated January 16, 2019; approving the list of key production and business industries and fields that need to be enhanced and renewed in measurement activities until 2025, with orientation to 2030 in Decision No. 3807/QD-BKHCN 18/12/2019; Announcement of TCVN 13187:2020 on national criteria for evaluating measurement fields in Decision No. 2783/QD-BKHCN 13/10/2020; Issuing Decision No.510/QD-BKHCN dated March 17, 2021 "Guidelines for the development and implementation of the Measurement Assurance Program at enterprises."
At the ministries, branches and localities, 3 ministries (Public Security, Defense, Industry and Trade) have developed and approved the implementation plan of Project 996; Signed MOU with Electricity of Vietnam (EVN), proposed signing MoU with Vietnam National Petroleum Group, State Securities Commission; In addition, it is preparing steps to implement the program to ensure metrology by 2025 for all electricity (including organization of inspection, calibration and testing in the field of electricity measurement).

According to Mr. Giau, there are 50 provinces and cities directly under the Central Government that have developed plans and proposed the need to implement Project 996; Thai Nguyen province is supporting the construction and consulting to build the program to ensure measurement at 03 enterprises including: Thai Nguyen Iron and Steel Joint Stock Company; Bac Thai Petroleum Company; Hao Dat Tea Cooperative. The Ministry of Science and Technology also signed a program to cooperate and support the provinces of Thai Nguyen, Bac Giang, Vinh Phuc and Thua Thien Hue (including the content of implementing the program to ensure measurement at enterprises in the province).
At the Workshop, the delegates presented their presentations on the role and requirements for innovation in metrology activities, the benefits of implementing the Metrology Assurance Program at the organization providing testing and calibration services; To guide the development and implementation of a metrological assurance program at organizations providing inspection, calibration and testing services according to Decision No. 510/QD-BKHCN; Sharing experiences in developing and implementing the Metrology Assurance Program at the Center for Technical Standards, Metrology and Quality 1 (Quatest 1).
