Overview of the conference

Attending the conference, there were the Board of Directors of  Can Tho city Department of Science and Technology, the President of the grassroots trade union and leaders of the departments and units under the Department.

As a result of science and technology activities in 2021,  Can Tho city Department of Science and Technology successfully organized the event of the 2nd Startup and Innovation Forum in the Mekong Delta – Combining the exhibition innovation projects and products of individuals, groups of individuals and innovation enterprises of Can Tho city and Mekong Delta provinces, with the topic "Start-up innovation - take advantage of opportunities, create breakthrough momentum" by online form taking place on December 28, 2021 with a scale of 1,183 delegates, 85 online stores from 13 provinces and cities in the Mekong Delta (Can Tho City, An Giang, Bac Lieu, and etc.), Ho Chi Minh City and Hue; Establishing a showroom to introduce innovative products and projects - "STARTUPS STORE" with more than 80 startup products of 21 units from Can Tho, An Giang, Dong Thap, Hau Giang, Tra Vinh, Tien Giang.

- Collaborate with Ho Chi Minh City University of Economics and Law to organize a workshop on "Specific mechanisms to support local innovation startups: World experiences and lessons for Can Tho" held at Science and Technology Information Center with the participation of more than 80 delegates from departments, individuals, groups of individuals, and innovation enterprises in Can Tho city and neighboring provinces; Collaborated with the Department of Technology Application and Development to successfully organize 02 workshops: Workshop on "Application of technology in improving productivity, quality and management" and Workshop on "Promoting cooperation in research and association application and technology transfer in the South” with the participation of more than 170 delegates from the Departments of Science and Technology; Application Centers in the Southern Provinces; Institutes, Schools. At the workshop, many effective technology transfer and application activities of units, provinces and cities were introduced, such as "Application of technology to build a digital factory" of University of Science and Technology - National University of Ho Chi Minh City; “Plasma technology for processing and preserving agricultural, aquatic, seafood and food products” of VinIT Institute of Technology; “MET water treatment technology” of TA Water Treatment Technology Limited Company; “Application of CheckVN technology in the field of traceability, connection of supply and demand, management, evaluation and classification of OCOP products, and etc. by Enterprise Integration and Development Center.

Presidium

- Coordinate with Can Tho University of Medicine and Pharmacy to deploy the Level 2 Biosafety Department at Science and Technology Advanced Application Center to perform confirmatory testing of SARS-CoV-2 using Realtime techniques. RT-PCR (certified by the Pasteur Institute of Ho Chi Minh City for testing capacity under Decision No. 577/QD-PAS dated August 19, 2021) supports COVID-19 testing with a capacity of 1000 samples/day for the Center for Disease Control of Can Tho (Can Tho CDC) in the city's community testing plans. Transferring support of 7,000 sets of rapid qualitative test for SARS-CoV-2 antigen (Japan) to the health sector to serve the prevention of COVID-19 disease in Can Tho city.

* Implementation of state management of science and technology in the city:

- Management of S&T tasks: Organize 06 Advisory Councils to determine additional city-level S&T tasks to be implemented in 2021 and 17 Advisory Councils to determine city-level S&T tasks to be implemented in 2022; Organize a Council to select and assign organizations and individuals to preside over the implementation of 30 city-level S&T tasks in 2021 and 2022; Signing contracts to perform 11 S&T tasks; Organizing the Acceptance Council for 12 S&T tasks. The results of the city-level S&T tasks are highly appreciated by the Advisory Councils for their scientific and practical value, serving as a scientific basis for proposing solutions to improve service quality at medical examination and treatment, people's health care, improvement of management and administration activities to promote socio-economic development of the city.

- Technology appraisal: Organizing the appraisal and commenting on technology for 17 projects in the fields of wastewater treatment, information technology, broadcasting, etc., at the request of relevant departments and branches.

- Radiation and nuclear safety management: Receive and appraise 51 dossiers. Granting 41 licenses to use medical diagnostic X-ray equipment and 09 certificates of radiation workers. Approving 03 plans to respond to radiation incidents. Coordinating with the Nuclear Information and Consulting Center (Department of Atomic Energy) to conduct statistical surveys of facilities conducting radiation work in the area of Can Tho city.

- Intellectual property (IP) work: Guidance on carrying out procedures for establishing industrial property rights for 114 cases. According to the Official Gazette of the National Office of Intellectual Property (IP), from January 2021 to November 2021, the city has 390 new industrial property applications (364 trademarks, 06 industrial designs, 20 inventions) and 232 newly granted trademark protection titles (227 trademarks, 01 design, 03 inventions, 01 utility solution), 29% higher than the socio-economic development target of 2021 of the City People's Committee ( 180 degrees), of which 12 collective marks are granted protection titles.

- Inspection work: Carrying out 06 specialized inspections in the field of radiation safety; standards, measurement and quality in petroleum business; administrative inspection of 51 establishments and chaired 04 rounds of standard, measurement and quality inspection of gold products at 73 establishments.

Directing the provision of S&T services, serving and providing technical support for the city's scientific research and technological development:

- Testing, inspection and calibration service activities have supported about 649 agencies and enterprises of the city and Mekong Delta provinces to manage, check the quality of products and goods and ensure measurement legal measure. Specifically, Can Tho Technical Center for Standards, Metrology and Quality has verified 9,523 measuring instruments, calibrated 6,495 measuring instruments; tested 12,672 samples with 79,621 indicators in the fields of: environment, food hygiene and safety, petrol and oil quality, construction materials, consumer goods and etc. Periodic inspection of 881 petrol metering columns for 192 petroleum trading enterprises in Can Tho City. Assessment and certification of 105 lots of petrol and oil of Nam Song Hau Petroleum Investment and Trading Joint Stock Company; 19 lots of lubricants Phat Hung Lubricant Manufacturing Trading Limited Company and Ressol Lubricant Limited Company.

- Activities of applying scientific and technological advances: Carrying out research and manufacturing: Automatic filling equipment; Automatic hand sanitizer spray device and COVID-19 testing chamber. Implement the Direct Drinking Water Treatment Model applying reverse osmosis magnetic physics technology; and Vinification model at the Center with 8 grape varieties from France, Japan and Italy to survey suitable grape varieties for the climate of the Mekong Delta and etc.

After the Summary of S&T work in 2021 and the implementation of tasks in 2022, the Executive Board of the Grassroots Trade Union summarized the results of the trade union activities in 2021 and the direction of the 2022 tasks.

The conference of cadres, civil servants and public employees in 2022 of the Department of Science and Technology was a great success. The Conference approved the Resolution, and at the same time called on all cadres, officials and employees to promote their achievements, strive to successfully carry out political tasks, actively contribute efforts and wisdom to build a stronger science and technology sector.
