Vinh Long: Many important solutions to develop intellectual property to serve socio-economic development
Recently, Vinh Long has implemented many activities to raise awareness of people and businesses about intellectual property (IP). However, this activity still does not meet the increasing requirements of socio-economic development. The article summarizes the initial results and proposes some basic solutions to successfully implement the Intellectual Property Strategy to 2030 and the Intellectual Property Development Program of Vinh Long province in the coming time.

In order to make IP an important tool to improve national competitiveness and promote socio-economic development, on August 22, 2019, the Prime Minister issued Decision No. 1068/QD-TTg on approving Intellectual Property Strategy to 2030 (Strategy), which requires the People's Committees of provinces and centrally run cities to be responsible for implementing the Strategy, ensuring consistency and synchronization with implementation of the local socio-economic development plan. Therefore, Vinh Long has identified the development and implementation of the Strategy and Program for the Development of Natural Assets as one of the key and core tasks to serve the socio-economic development of the province.
In the period of 2021-2025, the specific goal in the Strategy implementation plan set by Vinh Long is: at least 60% of key and specific products and services of the province and 40% of products associated with the Program one product per commune (OCOP Program); Typical rural industrial products are supported in registration for protection, management and development of intellectual property, and control of origin and quality after being protected; The number of IP registration applications (industrial property, plant varieties) increased by an average of 25-30%/5 years compared to the period of 2016-2020. In 2023, Vinh Long province has implemented the Strategy and achieved some results as follows:
Improve policies and laws on intellectual property
To contribute to improving policies and laws on IP, the province has commented on the draft Decree amending and supplementing a number of articles of Decree No. 99/2013/ND-CP dated August 29, 2013 of the Government regulating the decision on sanctioning administrative violations in the field of industrial property has been amended and supplemented in Decree No. 126/2021/ND-CP dated December 30, 2021 of the Government; At the same time, there were many comments for the draft Decree stipulating penalties for administrative violations of copyright and related rights.
Promote and improve the effectiveness of intellectual property rights enforcement activities
In 2023, the situation of infringement of industrial property rights on trademarks, industrial designs and inventions didn’t have complaints or denunciations. The Department of Culture, Sports and Tourism of Vinh Long province chaired and coordinated with relevant units to organize 55 inspections for 163 organizations and individuals engaged in cultural, sports, tourism and advertising activities. As a result, no cases of violations related to copyright or related rights have been detected. At the establishments, the inspection team propagated and guided on compliance with legal regulations on copyright and related rights, and etc.
