Innovation must be inclusive, not just limited to technology

He suggested clarifying the concept and scope of innovation, considering it as the process of creating or improving products and services based on technology or non-technology to bring practical value and promote innovation in many fields. At the same time, the law needs to have policies to support individuals, such as tax reduction, profit sharing and research rewards to encourage creative research activities.
In addition, delegates proposed to clearly define the roles and responsibilities of entities in the innovation ecosystem, such as enterprises, research institutes, universities, and intermediary organizations; encourage the formation of interdisciplinary centers, linking research with the market to promote commercialization of results. In particular, there should be clear regulations on the handling of assets formed from scientific tasks using the state budget to ensure transparency and effective management. Tax incentives and easy procedures were also proposed to attract investment and develop innovative activities.
Finally, for rapid and sustainable development, the chairman emphasized the importance of high-quality human resources, driven by education and science and technology, in which good education is the key to training good scientists to contribute to the country's innovation and modernization. Research needs to be closely linked to market demand, through ordering mechanisms, prioritizing the purchase of innovative products from enterprises, and supporting the establishment of enterprises from research institutes and universities to commercialize results. Opinions also emphasized clearly defining the responsibilities of entities in the ecosystem, developing interdisciplinary innovation centers, and amending regulations on profit sharing and talent attraction policies to promote a comprehensive research and innovation ecosystem.
