Building a digital government program, towards a smart government by 2030
The Ministry of Science and Technology is finalizing the draft Digital Government Program, expected to be submitted to the Prime Minister in June 2025, aiming to transform from e-Government to smart Government by 2030.

In May 2025, in Hanoi, the Steering Committee for Science, Technology, Innovation and Digital Transformation held its second meeting, during which Deputy Minister Pham Duc Long reported on the implementation results of the Government's resolutions, while emphasizing movements to promote national innovation and digital transformation, such as the launch of the "Digital Education for All" platform and creative emulation activities.
The Government has submitted to the National Assembly 19 draft laws and 3 decrees related to science and technology development, along with decrees guiding the legal corridor for digital transformation. Regarding digital infrastructure, more than 11,500 5G stations have been deployed, expected to increase to over 68,000 and cover 90% of the population by the end of the year, while testing the Starlink satellite telecommunications project. Data centers and national interconnection systems have also been expanded, contributing to improving the efficiency of digital government operations, while the rate of online records has reached nearly 40%, aiming for 80% by the end of 2025.
In digital economic development, Vietnam has accounted for 18.72% of GDP, with e-commerce reaching a revenue of over 101,400 billion VND, an increase of over 42%. The information technology sector has grown strongly, with a revenue of over VND423,000 billion, high-tech product exports worth over 14.5 billion USD, up 44.41% and 51% respectively over the same period last year. In the digital society, more than 17 million digital signatures have been issued, the rate of adults who can use digital signatures reached 27.7%, but there is still much to do to perfect the online management mechanism and develop human resources for digital transformation. The Ministry of Science and Technology plans to submit major programs, such as amending the AI strategy, building an advanced computing center and expanding infrastructure projects, aiming to bring Vietnam into the top 3 ASEAN and top 50 in the world in AI by 2030.
