The directive states: The collective economic sector (which includes cooperative economic organizations and cooperatives) is always interested and supported by the Party, State and development partners. In recent years, the development of the collective economic sector in our country has made many positive changes.
However, the collective economic sector of our country has not yet developed as the goals and requirements. The internal capacity of the cooperative is still weak, the operational efficiency is not high; loose organizational model, not suitable with the development trend; financial resources and qualifications of cooperative managers are limited. One of the reasons for the above limitations is the slow digital transformation, lack of strategy and specific actions.
Therefore, the cooperative economic sector and cooperatives must actively carry out digital transformation to innovate production and business methods, improve labor productivity, competitiveness, and business efficiency, adapt to the new development situation.
The Cooperative Union system continues to innovate its operation, well performing its role as a bridge among the Party and State and the collective economic sector; closely follow the situation, understand the difficulties and needs of the cooperative to reflect to the competent authorities; carry out propaganda activities, raise awareness, advise on appropriate digital transformation plans for cooperatives; building and replicating a number of effective digital transformation cooperative models; guiding procedures to help cooperatives increase their access to State support policies.
